UK Councils Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a latest poll of local authorities, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of assets to balance the books.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils for major urban areas in the UK reported that six out of ten of local authorities are intending to sell assets to meet the escalating costs of social services for vulnerable individuals.

Councils have previously come under fire for disposing of playing fields and land to support their budgets, but they argue they must continue to raise vital cash from asset sales or face insolvency.

This coalition noted that a significant number of authorities attempting to generate funds from a fire sale of assets represented “a clear change from 2024, when the largest share (60%) of local leaders stated they would focus on restructuring services and utilising financial reserves to manage increasing financial challenges.”

Specific Examples of Planned Sales

Medway Council in Kent said its property management strategy featured the sale of a shopping centre in Rainham and a social club in Rochester to raise £20m over the next half-decade.

  • Gillingham golf club and business parks held in two English counties, which all provide rental income for the authority, will also be disposed of under the strategy.

Local Levy Increases and Wider Fiscal Strains

The survey of councils in the key cities group, which includes several urban centers, further found that over seven in ten of authorities will have to increase local levies next spring to cover the growing cost of core provisions, increased rates of homelessness, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these take time to deliver both improved services and cost efficiency,” stated Vince Maple.

He continued: “We face demographic pressures which will continue to add to the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Trends and Projections

A survey of regional authorities this week further found council budgets being strained by the increasing figures of young people and adults requiring Send support.

The County Councils Network said that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a white paper outlining those reforms has been postponed.

Disadvantage and Funding Gaps

Based on the latest indices of deprivation (IMD) for English councils, many key cities members were among the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the 2025 deprivation indices,” said the study.

“Although only a single urban area is among the top 10 for disadvantaged communities nationally, cities are far more likely to be in the worst-off 20% of England. The figures underscores the scale of challenges facing municipal officials across major urban centers in the coming year,” the analysis added.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that accounts for and addresses the real levels of disadvantage and need,” stated Michael Mordey.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened care services in the last year, the study revealed.
